What this means
FBR needs a taxable base. For most sale types that is the excluding-tax sales value; for specific-rate types it is quantity. A line with neither cannot be assessed.
Why it happens
- Both fields were left at zero on a Third Schedule line, where the base sits in the retail price field instead — a valid setup that can still fail if the sale type does not match.
- A value-only adjustment line was submitted with no quantity.
- The value failed to parse and defaulted to zero.
How to fix it
