What this means

The Harmonized System code identifies what you actually sold. FBR requires one on every line and validates it against its own reference list, so an absent or unrecognised code stops the invoice.

Why it happens

  • Catalogue items were created before HS codes were part of the data model.
  • A code exists in your system but is not a real classification — often an internal SKU category mistaken for an HS code.
  • The item is a service or a charge line that was never assigned a code.
  • The field was populated conditionally and left blank where it seemed not to apply.

How to fix it

  1. 1Assign an HS code to every catalogue item before enabling digital invoicing, not during rollout.
  2. 2Validate each code against FBR's item code reference at the point of assignment.
  3. 3Block invoice finalisation when any line lacks a code, so the failure surfaces internally.
